Delayed Freedom.

The first time I realized this concept (Delayed Freedom) was looking at the Reconstruction of the United States of America after the Civil War.  Millions of slaves where freed by the Emancipation Proclamation and the confederate state losing the war.  Does a slave know how to be free?  The answer to this question will be no, but not necessarily. 

Can you imagine a hoard of uneducated people, that have been brutalized for centuries, suddenly set free into your community to vote, work, and pay taxes?  This is the reality for the United States after the Civil War.  The United states was over come with FEAR!  The southern states where an armed camp fearing a slave revolt.  The free population of former slaves had to be controlled to maintain order.   

Tangent thoughts:  In order to engage in democracy, does a person need to be educated?  How many people are educated at the end of the Civil War?  The population of the United states of America is illiterate post Civil War era and there is a need to educate the majority of the people in the country.  However, when dealing with scarcity who is educated first and in what order? 

African Americans experienced delayed freedom with the introduction of Jim Crow Laws that restricted the Civil Rights of African Americans allowing segments of European American culture to grow and prosper without competition from African American communities.   {When the rulers of the European American community is upset with "white people" are African Americans introduced into these communities to take jobs in order to motivate European American/ white people to behave properly?  Black people from the south come to white communities in the north (and other predominately white communities like California) from a surplus supply of labor from dilapidated plantation system of the south to compete with labor pool already at capacity.  However, the rulers of the European American communities wanted to exploit the surplus supply of cheap labor found in former slave population of African Americans.  Today, the rulers of the economic system out source jobs to third world countries to demand loyalty from the masses.}
